Commercial Developments

Alexander Orthopedic Center
The Challenge
The client’s goal was to construct a 19,915 square foot, one-story masonry building to house a medical office park located on 66th Street North, in Pinellas Park, Florida.

The Solution
The Deuel Team provided the “complete package” for this commercial development. Services included site feasibility and preliminary engineering investigation, boundary and topographic surveying, engineering design including geometrics, grading design, water and sewer infrastructure, stormwater management design, parking and landscaping design for the 1.95 acre property.
Permitting services were provided and obtained from the City of Pinellas Park, Southwest Florida Water Management District, the Florida Department of Transportation and Pinellas County Utilities.
This project was completed on time and under budget. The client has since utilized our services for his second development, Alexander Medical Center in St. Petersburg.

Government Infrastructure

Roadway and Drainage Improvements – Belleair
Client: Town of Belleair – Druid Rd., Pinellas Rd., Belleview Blvd.

The Challenge
These projects had a focus on repairing the town’s aging infrastructure. The existing drainage systems were placed in the ground in the 1950s and 1960s and were extremely deficient when compared to today’s standards.

The Solution
A significant redesign of the existing drainage systems was required, which included the replacement and/or retrofitting of many of the existing storm sewer pipes, inlets and manholes. Beneath the ground, many of the existing utilities such as sanitary sewer, reclaimed water and potable water, needed to be relocated in order to allow for the required clearances of the new storm sewer infrastructure. Above ground, a new grading plan needed to be created to efficiently convey storm water to the new storm sewer structures. This included the milling and resurfacing of the neighborhood roads and the placement of underdrains to prevent fatigue cracking caused by the existing poor roadway base drainage.

Services Included
Boundary and topographic survey of the transportation corridors, preparation of construction plans, specifications and permitting for the re-construction and resurfacing of neighborhood roads. Utility relocations and stormwater improvements were also provided. Construction management was provided during construction.

Calvary Baptist – Sports Complex
Client: Calvary Baptist Church

The Challenge
The Calvary Baptist Church Athletic Field Complex, known as “The Rock”, located in Clearwater, Florida, involved the modification of an existing parking lot and drive aisles for a church. It was to include a football/soccer/track & field complex and field house. The total project area consisted of 27.21 acres. The total cost for the project was $4,300,000. The Calvary Baptist Church Baseball Complex Project, located in Clearwater, Florida, involved the creation of a baseball field, concession stand, locker room, and associated parking. The total project area consisted of 6.55 acres. The total cost for the project was $1,850,000.

The Solution
Preliminary design engineering services included preliminary evaluation; review of the survey for completeness; necessary site visits; data acquisitions from permitting agencies; provision of preliminary site plan for client approval; provision of a preliminary engineering report to list regulatory agencies involved in permitting and a preliminary cost estimate for civil/site work.
Construction plan preparation and permitting services included site construction plans with site data table; demolition plan; site geometry plan; grading and drainage plan; utility plan; site details; site notes and specifications; lighting plans; landscape plans and a tree preservation plan.
Construction administration services provided included a pre-construction conference with the owner, architect, and selected contractors to review plans, contract documents, payments and schedules; review of shop drawings for drainage structures, utility piping and connections; grading and landscaping; construction observation to ensure compliance with construction plans and permits, and as-built drawings.

Docks & Seawalls

West Debazan Avenue Seawall Replacement
Client: City of St. Pete Beach

The Challenge

The City of St. Pete Beach had a failing concrete seawall, located at West Debezan Avenue. Additionally, ponding and minor flooding occurring along the roadway posed a potential safety hazard during storm events.

The Solution

The Deuel survey team established the City of St. Pete Beach right-of-way bounds and collected topographic data of the project area. The survey included tree and bathymetric survey work.
Engineering design involved the replacement of the existing failing concrete seawall with a new concrete seawall panel, concrete cap, and conventional tie-backs.
To alleviate the roadway ponding and minor flooding, mangroves blocking the outfall were removed, and the adjacent intersection and roadway was re-graded. A stormwater collection and outfall system was also constructed.
Permits were obtained from The City of St. Petersburg, Pinellas County Water Navigation Control Authority, Florida Department of Environmental Protection, U.S. Army Corps of Engineers, and the Florida Fish and Wildlife Conservation Commission.
During the construction phase, the Deuel survey team performed construction stake-out services for the contractor and performed as-built survey services for project documentation. We also performed construction observation services, review of contractor pay applications for the city, the as-built certification and project close-out.
